The evaluation does not cover the entirety of the EU's CT interventions, but only those financed by the EU's external instruments. The purpose of the evaluation is to assess the relevance, coherence, efficiency and impact of the EU's interventions in order to determine the extent to which the objectives and desired outcomes of the EU's CT policy have so far been achieved.
